Regulatory & Emergency Planning Coord I

Imperial, CA

Primary Function

Under general supervision, assists in planning disaster response and crisis management programs and activities; assist is analyzing and updating district emergency operations plan, response operations, relief, recovery, mitigation and preparedness programs.

Assists in 
development of disaster response training, emergency plans and procedures for natural (earthquakes, floods), wartime or technological (power plant emergencies, hazardous material spills) disasters; represents the district at meeting.

Performs other duties as assigned.


Distinguishing Characteristics

This position, at times, requires the management of hazardous materials or waste and thus requires mandatory training in hazardous waste operations, hazardous materials spill response, and/or hazardous materials communication.

It is the responsibility of all employees in this classification to report for emergency duty if called.

Lacking a bona fide excuse satisfactory to supervision, a second failure to report when called could result in discharge.

Essential Duties and Responsibilities

  • Assists in coordinating emergency services and activities including developing, implementing and maintaining district emergency preparedness program.
  • Assists supervisors in developing emergency preparedness plans; clarifies and analyzes plans, procedures and regulatory requirements during disasters and emergency events.
  • Assists with conducting emergency and disaster preparedness training that prepares district personnel to effectively respond to major emergencies and disasters.
  • Assists in the coordination of emergency efforts with federal, state, city, county agencies and volunteer organizations.
  • Assists in facility and equipment inspections such as emergency management centers and communication equipment in order to determine their operational and functional capabilities in emergency situations
  • Responds to emergency events and participates in the management of the event including recovery activities and conducting damage assessment.
  • Provides technical support for surveys to determine the types of emergency-related issues that will need to be addressed in disaster planning.
  • Monitors the status of emergency supplies and equipment to assure adequate inventory and availability for use.
  • Attends local operational area emergency planning committees and disaster councils.
MARGINAL DUTIES AND RESPONSIBILITIES
  • Assists with planning, developing and evaluating of sensitive information
  • Assists with planning and developing emergency training courses.
  • Assists with planning, documenting and evaluating emergency preparedness drills, exercises and events.
  • Researches, collects and compiles data for required reporting.
  • Participates in drills, exercises and events during off-hour shifts.
  • Participates in district dive team as a certified diver or support staff.
  • Performs other duties as assigned.
Qualifications

Education
  • Associate's degree in administration of justice, emergency medical services, fire technology, medical assistant or related field.
  • One year experience conducting or coordinating inspections to evaluate emergency preparedness.
  • Progressively responsible directly related experience may be substituted for the required education assisting or coordinating emergency management preparedness.
  • A valid driver license issued by the State of California, Department of Motor Vehicle is required.
KNOWLEDGE, SKILLS AND ABILITIES

Knowledge

Local, state and federal environmental regulatory laws and regulations; principles and
practices of emergency management; policy development and implementation of
emergency plans; national incident management system.

Standardized emergency 
management systems; incident command systems; regulations, regulatory structures and emergency management system to effectively audit preparedness status; and district organizational structure and service area.

Skills/Abilities
Read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals; write reports and correspondence; proofread, use proper punctuation and grammar; communicates and speak in person and other telephone effectively with employees, customers, private and/or public agency representatives.

Prepare and maintain accurate and complete records and reports; apply commonsense
understanding to carry out instructions furnished in written, oral or diagram form; deal with problems involving several concrete variables in standardized situations.

Bilingual in 
English and Spanish desired; follow oral and written instructions; conduct effective preparedness audit; apply concept of mathematics including addition, subtraction, multiplication and division; interface effectively with federal, state and local agency representatives; understand safety rules and regulations and work safely.

Be prompt and 
regular in attendance; and work courteously and cooperatively with employees, contractors, public and/or private agency representatives, public advocacy or volunteer representatives and the general public.

Tools and Equipment Used

General office equipment, computer, telephone, two-way radio, copy machine, fax machine, code books, reference manuals and vehicle.
