Human Performance Specialist (Level 3) Program Alignment & Site Optimization (PASO) Manager – JBSA Randolph, TX

*Positions Contingent on Bide and Subsequent Award*

Place of Performance

JBSA Randolf, TX

Introduction:

Air Education and Training Command (AETC) trains aircrew for every aircraft in the U.S. Air Force inventory and prepares assigned warfighters for deployment and combat. While the latest generation of aircraft represents remarkable technological advancement, the decisive advantage of the U.S. Air Force has always been, and remains, the human in the cockpit. Aircrew are among the most versatile and lethal assets in the Air Force arsenal; however, deliberate investment in human performance has historically lagged that of aircraft and weapons systems.

Background:

To address this shortfall, AETC developed the Comprehensive Readiness for Aircrew Flying Training (CRAFT) program—an initiative focused on improving the physical, cognitive, and behavioral readiness of aircrew. CRAFT includes the development of functional training centers across the flying training enterprise designed to meet the specific demands placed on modern aviators. These facilities incorporate job-specific conditioning, cutting-edge human performance technology, and accessible prehabilitation and rehabilitation. AETC is currently in the early stages of systematically addressing these needs and seeks Contractor support to assist in program ideation, requirements development, documentation, and the implementation of initial operational capability (IOC) at multiple installations. Now in its fifth year, the CRAFT program requires both sustainment of current operational sites and the buildout of new locations, placing the program and its partners in a dual role of supporting both IOC execution and ongoing operations simultaneously.

Purpose and Overall Objective:

The purpose of the CRAFT program is to enhance the readiness of AETC aircrew through a holistic approach that addresses physical performance, cognitive capability, and emotional resilience. Building on the foundation established during the first four years of initial operational capability (IOC), the program is transitioning into full operational capability (FOC) while continuing to expand IOC efforts at new locations. Year 5 of the program will include both sustainment of current sites and implementation of services at additional installations. CRAFT aims to reduce chronic musculoskeletal injuries, improve cognitive performance, and strengthen emotional resilience across the aircrew population. Interventions include job-specific physical conditioning, stress management, mindfulness, cognitive training, and performance nutrition. These efforts are designed to increase learning speed, memory recall, problem-solving, and in-flight endurance while reducing injury rates and duties not including flying (DNIF) durations. Nutrition support may also include family-based education to reinforce healthy habits at home. To ensure success, the program follows a phased “crawl, walk, run” approach and emphasizes alignment with other Human Performance (HP) programs across the enterprise. Contractor personnel will support curriculum refinement, technology integration, facility improvements, and outcome tracking. This deliberate, scalable model ensures consistent execution as the program continues to grow throughout the AETC flying training enterprise.

Security Clearances:

All tasks will be conducted at the UNCLASSIFIED level. Contract employees must have at a minimum, a favorably adjudicated Tier 3 (T3) security investigation resulting from access to classified information briefings. Contractor personnel may begin performance while awaiting full T3 adjudication if they have initiated the T3 investigation process and have received written Government approval from the COR to perform unclassified duties. Personnel who receive unfavorable T3 adjudications shall not be employed under this contract.

Mandatory Experience:

Minimum of seven (7) years' experience providing Human Performance services (e.g., cognitive training, performance nutrition, strength and conditioning, physical therapy, or soft tissue therapy) to tactical aviation populations or high-performance DoD operational communities. 2+ years of leadership and management experience with efforts of similar size and complexity

Mandatory Education:

Master's or Doctoral degree in a field related to Human Performance, such as Exercise Science, Kinesiology, Physiology, Biomechanics, or a related field.

Mandatory Certifications:

License and/or certification from a nationally recognized organization in a relevant HP discipline (e.g., NSCA, ACSM, NASM) demonstrating competency in Human Performance. Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training.

Certificate or graduate degree in a field related to managing personnel and resources. CAPM or PMP cert preferred.

Specific Duty Hours:

Normal duty hours are 6:00 AM – 6:00 PM, Monday through Friday. Duty hours may be flexible to meet mission requirements as pre-approved in writing by the COR. Once approved, the AETC CRAFT Director may have flexibility to modify the duty hours, up to one hour prior and one hour after if mission dictates. Permanent changes to the duty hours will be approved by the CO only.

HP Specialist Level 3 - Program Alignment & Site Optimization (PASO) Manager:

The PASO plays a significant role in ensuring that all HPO policies and procedures are followed to ensure accuracy and consistency throughout CRAFT. They provide an assessment of each CRAFT site using the CRAFT Syllabus, Standard Operating Procedures (SOPs), PWS, CONOPs, approved rubrics, and industry best practices to ensure effectiveness and consistency
throughout CRAFT. The PASO accomplishes this by performing in-person visits to each site and observing daily routines, performance of the Aircrew Conditioning Program Assessment
(ACPA), instructional techniques of CRAFT instructors, etc. all for the purpose of enhancing teaching and fostering consistency across CRAFT sites. The PASO may also assist with
curriculum challenges and questions during site visits. In coordination with the site’s CPM the PASO will discuss strategies to develop relationships within squadrons and improve student and instructor growth thereby assisting the site with improving CRAFT utilization and generating buy-in. This may include assisting the site’s SMEs and local schedulers with finding time in local training schedules for CRAFT training opportunities. They will also open lines of communication between CRAFT team members at that site and other locations to benefit USAF Aircrew by improving crosstalk between CRAFT team members occurring to help promote the continuity of service through the training pipeline. CRAFT team members will also be encouraged to seek assistance from the PASO following visits for additional help as needed. Following site visits, the PASO may help to coordinate requests for assistance from CRAFTSMEs to the most appropriate team members such as domain leads, curriculum coordinator, data manager, or relevant site-based CPM if additional help is needed.

The Contractor shall:

Conduct an annual site visit to each CRAFT location using the standardized PASO Checklist (refer to CRAFT CONOPs), assessing alignment with the CRAFT syllabus, SOPs, PWS, CONOPs, approved rubrics, and industry best practices. Submit a written report of findings, observations, and recommendations to the AETC CRAFT Program Office following each visit.

Provide notification to the CPM responsible for the respective site, Site Lead (SL), and AETC CRAFT Director no later than 14 calendar days prior to the scheduled visit, including dates and a copy of the PASO checklist.

Observe and evaluate no fewer than three CRAFT instructors delivering syllabus content per site visit (in-person or via Microsoft Teams recordings), providing on-the-spot feedback in the presence of another team member.

Observe CRAFT team members administering the Aircrew Conditioning Program Assessment (ACPA) to ensure adherence to protocols and provide immediate and follow-up feedback as required.

Observe one PT+ Cognitive training session during each visit and provide feedback on instructional effectiveness and fidelity to CRAFT standards.

Collaborate with site personnel to identify curriculum implementation challenges and develop strategies for improving instructor performance, utilization rates, and unit buy-in.

Facilitate cross-site collaboration by encouraging CRAFT team members to share resources, best practices, and challenges to improve program continuity and standardization.

Coordinate follow-up support needs by connecting site teams to CRAFT subject matter experts (e.g., domain leads, curriculum coordinator, data manager, site PM) following a visit.

Assist the Program Office in developing and updating PASO tools, including recommending updates to the PASO checklist and coordinating the publication of revised tools upon Program Director approval.

Assist with onboarding processes and the delivery of the CRAFT Instructor Qualification Course from a quality assurance and alignment perspective, as directed by the Program Office.

In coordination with the CPM, SL, and site SME, establish and monitor procedures to ensure delivery of optimal services and process standardization across all sites.

Provide subject matter expert guidance to the Program Office on all matters related to program alignment and implementation fidelity across CRAFT sites.

Submit all site visit reports to the AETC CRAFT Director, site SME, and SL for review and coordination prior to release. Document and address egregious issues immediately and include in the final report with appropriate coordination.

Attend all CRAFT Program Office all-calls and CRAFT Program Office leadership synchronization meetings.
