Remote Statistical and Psychology Research Professional (25-18 USAFSAM Aerospace Medicine Studies and Analysis Division)
INTRODUCTION:
The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.
DESCRIPTION OF SERVICES:
The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this task order.
This effort is to acquire professional, scientific, and technical support services for the United States Air Force School of Aerospace Medicine’s Aeromedical Operational and Clinical Psychology Division (USAFSAM/FESP) to create research capabilities. Specifically, this project seeks to evaluate the impacts of Integrated Operational Support (IOS) services on biopsychosocial processes associated with optimal functioning for promoting resilience among Airmen and Guardians. Measuring outcomes is an essential aspect of evidence-based program development and evaluation. At present, there is no standard method for evaluating IOS teams’ intervention outcomes. Implementing such a process can enhance the capabilities of IOS teams in supporting individuals and commanders to ensure Airmen and Guardian readiness. Further, gathering data on those who use IOS services can support evidence-based program development.
Services shall include scientific research design, professional updates of the scientific literature, database management, data collection and statistical analysis, discussion of the results, composition of research technical reports, and generating and delivering professional presentations for academic conferences. Support shall require contractor employee to interface with USAFSAM/FESP Aeromedical staff, 711th Human Performance Wing (711th HPW) staff, research partners and participants, and minimally with supported MAJCOM/HQ staff as needed. The contractor shall meet the requirements of this task order with the professional support and technically qualified personnel to assist in areas required to meet the stated objectives and to accomplish the work required. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
Mandatory Qualifications:
- The contractor employee shall have a minimum of a master’s degree specializing in Research Psychology, ideally in fields of Industrial Organizational, or Applied Social psychology.
- The contractor employee shall have expert knowledge with at least 5 years of experience of database development, gathering and organizing data supporting analyses for a wide range of analytical procedures, research report writing, and developing actionable recommendations for improving human performance and behavioral science research.
- The contractor employee shall have at least 5 years of experience with developing products presenting research outcomes (e.g., statistical results and interpretations), to include professional presentations, peer-reviewed publications, and/or technical reports.
- The contract employee shall have at least 5 years of experience designing and conducting statistical data analysis using software such as JMP, SPSS, R, etc.
- The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.
Highly Desired Qualifications:
- A doctoral degree specializing in Research Psychology, ideally in fields of Industrial Organizational, or Applied Social psychology is desired.
- A strong background in program evaluation, including designing, implementing, and analyzing data to assess program effectiveness is desired.
- Experience with human performance and behavioral science research within the Department of Defense (DoD) is desired.
- Experience developing and administering comprehensive, validated psychological instruments via mobile and web-based capabilities is desired.
- Experience presenting statistical results at peer-reviewed national forums (i.e., Society of Industrial Organizational Psychology, American Psychological Association, Aerospace Medicine Association) is desired.
- Experience as an author of publications in peer-reviewed journals or official USAF/DoD technical reports in behavioral science with regards to human performance and behavioral science research is desired.
Tasks:
- The contractor employee shall assist in the development and execution of a comprehensive study protocol, including hypothesis, methodologies, collection strategies, and overall statistical analysis of study data in consultation with USAFSAM/FESP professional staff.
- The contractor employee shall provide customer leadership a relevant scientific literature review and data analyses, as well as participate in related discussions with USAFSAM/FESP staff.
- The contractor employee shall confer with and advise USAFSAM/FESP professional staff regarding optimal statistical approaches to analyze study data. The contractor employee shall perform statistical analyses of study data using descriptive and inferential statistical procedures.
- The contractor employee shall minimize any threats to the validity of the statistical products or online data repositories, as well as maintain the data in a secure fashion consistent with IRB protocol and safeguards. The contractor employee shall maintain confidentiality of screening data, contents of technical reports, and presentation of data deemed sensitive and not releasable to the general public. The contractor employee shall complete the appropriate IRB paperwork and training requirements for conducting research.
- The contractor employee shall prepare reports of scientific/statistical results in support of scientific literature publication, in coordination with USAFSAM/FESP and 711 HPW staff. The number of professional presentations, reports, and papers shall be verified based upon the relevance of research findings, as they become available.
- The contractor employee can expect to travel, as needed, to provide professional support, customer consultations, and research presentations at line leadership meetings and professional conferences. The contractor employee can work with USAFSAM/FESP personnel regarding personal limitations on travel scheduling. The contractor employee shall maintain communications with project personnel that facilitate teamwork; adhere to strict confidentiality and classification requirements in all forms of communication.
- The contractor employee shall be responsible for data management and coordinating process with project team members, which shall include acquisition, input, maintenance, electronic format products, and storage of all project data. The contractor employee shall assist staff in the collection of assessment data maintenance and downloading into the project database.
- The contractor employee shall provide project operations support, to include assistance with USAFSAM/FES research activities and acquisition of data in support of project goals and objectives.
- The contractor employee shall arrange, lead, oversee, and participate in research team meetings, (to include leading a weekly meeting) as needed, to ensure effective communication between research team members as related to the achievement of project research goals.
- If there is an unexpected interruption in research capabilities and/or reduction in workload, the contractor employee(s) shall support research endeavors in support of additional USAFSAM/FESP related investigations, as required.
BASE SUPPORT:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Support Services as defined in this PWS except for those items specified as government issued items below.
- Per the approval of the Contracting Officer or COR, a government laptop may be provided to the contractor employee performing duties for this contract. Government laptops will be provided to facilitate needed access to the Virtual Private Network (VPN), .mil access, and shared file access. All software and hardware passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. Data analyses will be provided as necessary to perform tasks described in this performance work statement such as accessing and storing data on US Air Force network drives and communication via DAF government email. The contractor shall comply with local, DAF and DoD policies concerning information technology applications and connectivity to military systems when using their government issued computer laptops.
- The contractors will need Air Force network accounts to use the computers and will be subject to the requirements for a normal computer account to include IA training that is current within the previous 12 months, a favorable NACI background investigation, and a signed AF 4394 (AF Network User Agreement). Non-compliance with IA policies and principles can result in computer access being suspended or withdrawn.
- Any Controlled Unclassified Information (CUI) on the computer must be encrypted at all times except during use; Encryption Wizard is provided on every computer. All CUI, Personally Identifiable Information (PII), and HIPAA data MUST be sent encrypted; Outlook has digital encryption capabilities for this.
- Computers may not connect to the contractor network or other systems, networks, or equipment. Computers may only be used by the personnel that have Air Force accounts on this contract; allowing anyone else to use the systems is considered "inappropriate use" and will result in loss of access.
- Each user is required to connect the laptops to the Air Force network for a minimum of two days per week, for a minimum of 4 hours per day for updates and patches. The screen needs to be locked, and device secured to prevent theft or unauthorized access, as applicable.
- All maintenance and adjustments with the computers must be done by 711 HPW/OMC (IT Operations); no contractor modifications or changes are authorized. NOTE: the computers need to be brought to the help desk for repair. Off-site support cannot be provided.
- In the event of a network tasking order mandating compliance, e.g. validating users face- to-face, the user needs to report to the help desk upon request. If the computers becomes overdue with patches/updates or needs to be updated, user is required to report to help desk.
- Nothing (flash drives, hard drives, and printers) may be connected to computers without 711 HPW/USAFSAM IAO approval (both functions are in OMCO). Policy questions should be directed to the IAO.
- The Contractor shall assume responsibility for all Government provided equipment/property. Government-issued badges, identification cards, passes, and vehicle registration media are accountable forms and, as such, are U.S. Government property to be accounted for, protected, and returned to the Government. This responsibility shall extend to any subcontractors.
- The office of 711 HPW/OMC shall be responsible for shipping the computers and will be the POC for returning computers.
- The office of 711 HPW/OMC shall ensure that all training has occurred within 5 days or accounts will be turned off.
GENERAL INFORMATION:
Work will be accomplished primarily at a fully remote, off-site location beginning 23 June 2025. Location shall only be in locations approved for use of DoD data and/or DoD equipment.
The contractor employee(s) work schedule is based on the needs of the contract and fulfillment of project objectives. Although contractor employee(s) work schedule flexibility is permissible, the contractor employee(s) shall be expected to participate in team meetings and interact with government personnel, as needed, during regular duty hours (Monday – Friday, 7:30 AM – 4:30 PM Eastern). Contracting hours shall not exceed labor hours within each of the 12-month periods of the contract.
The requirements in this section of the PWS are non-personal services. The requirements herein are the responsibility of the contractor. The Government has the right to reject the finished product or result in the event contractor performance does not meet the acceptable quality level listed in the PWS. Additionally, the Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this task order, the Contractor shall notify the Contracting Office (CO) immediately.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.
TRAVEL:
Contractor will be required to travel when authorized to participate in customer business line related travel, to include meetings and conferences, to fulfill respective mission goals. Such travel will only be as directed and coordinated through the Government two weeks in advance of all contractor travel in order to obtain proper authorizations. The specific travel locations, duration, and number of trips will be upon direction of the Government without modification to the task order, as long as adequate travel funding is available in accordance with the resulting task order. When travel is identified, the contractor shall provide an estimate of all travel costs by location, broken out by item, to the Reef System’s Program Manager and Government for review prior to travel.
SECURITY:
Position of Trust. All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.
The highest level of security classification required is Unclassified.
DELIVERABLE:
Contractor Progress, Status and Management Report (PSMR).
On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The report shall have five sections:
- Project Title, Time Period of report, Date
- Performance: Current status of deliverables, measured against project expectations.
- Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
- Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
- Risk: Are there known or anticipated opportunities or events that will or can affect project.
Technical Report – Study/Services:
- All reports and data shall be submitted in a non-proprietary, easily transferrable format.
- All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
