General Description
The Incident Response Manager & Continuity plays a pivotal role in safeguarding the technology operations by leading and coordinating incident response and continuity of operations (COOP) activities within the Information Management.
This role requires high emotional intelligence, excellent leadership and communication skills, and a deep understanding of enterprise IT operations and emergency management.

Key Responsibilities
Strategy and Planning
  • Collaborate with leadership and Internal departments to shape governance, strategy, and processes supporting its’s mission.
  • Develop and lead departmental incident response strategy and frameworks from initiation through conclusion.
  • Create and maintain incident response roadmaps in alignment with operational and business priorities.
  • Govern the execution and documentation of client's operational Incident Response Plan (IRP), excluding cybersecurity incidents.
  • Liaise with the Mayor’s Office of Emergency Preparedness on incidents affecting citywide operations.
Acquisition and Deployment
  • Partner with leadership to identify and implement systems/tools that enhance incident response capabilities.
  • Ensure proper deployment and use of tools (e.g., ServiceNow) supporting incident response activities.
Operational Management
  • Oversee Continuity of Operations Plan (COOP) and manage escalation/call tree protocols.
  • Facilitate and lead COOP tabletop exercises to evaluate and enhance readiness.
  • Act as Incident Manager for declared incidents, coordinating activities as per the IRP.
  • Lead post-incident Root Cause Analyses (RCAs), track recommendations, and ensure resolution.
  • Direct coordination efforts during Joint Operations Center (JOC) activations, including after-hours and emergency events.
  • Serve as safety warden and lead emergency preparedness initiatives.

  • Skilled in articulating complex technical concepts to non-technical stakeholders.
  • Demonstrates urgency and alignment with business impact priorities.

Minimum Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field (or equivalent combination of professional experience and certifications).
  • At least 5 years of relevant technology experience.
  • At least 5 years of progressive IT leadership experience.

Preferred Qualifications
  • Master’s degree in Computer Science, Engineering, or related field.
  • 5+ years of experience in a public sector or government IT environment.
